Default Windows 11 setup to NOT inject Bing / Copilot suggestions

Fresh Windows installs now surface Bing search results in the Start menu and Copilot prompts across the OS by default, even when the user never asked. Make these opt-in instead of opt-out — respect the user's default choices.
